For events licenced for public enetertainment please agree toilet facilities with the local authority.
Lighting at night should be 100 lux for general toilet areas and 200 lux for disabled toilet areas ( CIBSE )

As a general rule 1 disabled toilet is needed per 2,000 people to comply with the Disability Discrimination Act.
